Increase max trading leverage for various perp markets

Description

This proposal, if passed, will implement a comprehensive adjustment to leverage and margin requirements across multiple perpetual futures markets. For BTC/USDT PERP and ETH/USDT PERP, maximum leverage will increase from 20x to 50x, with the initial margin ratio set to 0.019231 and maintenance margin ratio to 0.01. The EUR/USDT PERP and GBP/USDT PERP markets will see their maximum leverage increased from 50x to 100x, with initial margin ratio adjusted to 0.009901 and maintenance margin ratio to 0.005. For XAU/USDT PERP and XAG/USDT PERP, maximum leverage will increase from 10x to 50x, with initial margin ratio set to 0.019231 and maintenance margin ratio to 0.01. A group of markets including SOL/USDT PERP, BNB/USDT PERP, FTM/USDT PERP, APT/USDT PERP, XRP/USDT PERP, AAVE/USDT PERP, INJ/USDT PERP, and STX/USDT PERP will have their maximum leverage increased from 20x to 25x (SOL from 10x to 25x), with initial margin ratio set to 0.033333 and maintenance margin ratio to 0.02. Finally, for LINK/USDT PERP, MKR/USDT PERP, SUI/USDT PERP, WIF/USDT PERP, SEI/USDT PERP, AVAX/USDT PERP, OP/USDT PERP, ARB/USDT PERP, DOGE/USDT PERP, and W/USDT PERP, maximum leverage will be standardized to 10x (from their current varying levels of 5x, 20x, or 3x), with initial margin ratio set to 0.083333 and maintenance margin ratio to 0.05. Additionally, JUP/USDT PERP, OMNI/USDT PERP, ZRO/USDT PERP, PYTH/USDT PERP, and TIA/USDT PERP will have their maximum leverage increased to 5x (from their current level of 3x), with initial margin ratio set to 0.181818 and maintenance margin ratio to 0.1. In addition, the maker fee rebate for PENGU/USDT PERP will be reduced by half, specifically, the maker fee will change from -0.01% to -0.005%.

• By voting NO on the proposal, you do not support changing the maximum leverage for various perp markets based on the parameters above.
• By voting NO WITH VETO, you find this proposal to be (1) spam, i.e., irrelevant to the Injective ecosystem, (2) disproportionately infringes on minority interests, or (3) violates or encourages violation of the rules of engagement as currently set out by Injective governance. If the number of NoWithVeto votes is greater than a third of total votes, the proposal is rejected and the 100 INJ deposit is burned.
